Operational need

If someone applies for a card, their employer will be asked to provide evidence of their need to do their job. This need is called ‘operational need’.

​What is operational need

The operational need statement must be detailed. It can be a letter that describes in detail:

  • the facilities the employee needs to access
  • the secure areas in those facilities they will access
  • whether the employees need unescorted access
  • how they get to those secure areas
  • what work the employees will do in those secure areas and how often.

Government employers​​ provide this information through the Portal.

Maintaining operational need

Once a card is issued, an operational need must be updated if any aspect of the operational need changes, for example:

  • a job role changes
  • the places the employee needs to access change
  • the employee changes their job or leaves the organisation
  • the card has to be reprinted because it was lost, stolen or destroyed.

Tell your issuing body in writing if your operational need changes.
