Applicant
An employee of an employer organisation who applies for an ASIC or MSIC.
Cardholder
An employee of an employer organisation who holds an ASIC or MSIC.
Employer organisation
A business or training organisation operating in an aviation or maritime security zone that employs an applicant or cardholder.
Employer administrator
The employer organisation’s contact. There will be at least one employer administrator per employer organisation.
Employer
A representative from an employer organisation.
The employer explains and validates the business need for an ASIC or MSIC.
Facility operator
The role responsible for managing access and sponsoring employers linked to their facility.
All facility operators are also employers. An organisation may assign different staff to perform the facility operator and employer roles.
Facility operator administrator
There must be at least one facility operator administrator per facility operator.
A facility operator administrator does not need an ASIC or MSIC.
Facility operator user
A facility operator user must have an ASIC or MSIC. This is because they will be involved in issuing an ASIC or MSIC.
Verifier
An authorised person who will:
- verify an applicant's identity on behalf of AusCheck
- be involved in issuing an ASIC or MSIC.
A verifier requires specialised training and is authorised to act on behalf of AusCheck. A verifier must have an ASIC or MSIC.
How to become a verifier
Follow these steps to become an ASIC or MSIC verifier.
Verifier responsibilities
A verifier will:
- meet applicants and verify their identity
- manage card deliveries
- issue printed cards
- receive and destroy cancelled or expired cards.
Verifiers can't:
- verify their own identity documents
- manage their own applications or cards.

Meet applicants and verify their identity
- Meet the applicant in person. They will book an appointment with you.
- Use the verifier portal to review the details of an applicant’s identity documents.
- Sight the applicant's original identification documents.
- Confirm that the identification documents appear to be authentic and meet regulatory requirements.
- Verify the applicant is the person represented on all photographic identification.
- Scan identity documents and save into the verifier portal.
- Take a compliant photo of the applicant and upload it into the verifier portal. Be sure to strictly follow the photo guidelines. See ASIC and MSIC - Requirements for photographs [PDF 382 KB].
- Record decisions about applicant identification documents in the verifier portal.
Manage card deliveries
- Receive and acknowledge card deliveries.
- Reconcile delivered cards against the dispatch report in the verifier portal.
- Record any discrepancies in the verifier portal.
- Store cards securely.
Issue printed cards
- Issue new cards to applicants. You'll need to verify their identity against their photo identity document (for example, a driver licence).
- Tell cardholders about financial penalties if they don't return their card when it is no longer required.
- If issuing a replacement card, collect either:
- the previous card
- a statutory declaration explaining what happened to the previous card. If it was stolen, it must include a copy of the police report.
- After issuing a card, update the status of the card in the verifier portal.
Receive and destroy cancelled or expired cards
- Use the verifier portal to record the return of a card.
- Use the verifier portal to update the status of lost or stolen cards. Then upload a statutory declaration from the cardholder. If the card was stolen include a copy of the police report.
- If a card is ready for destruction, destroy it and update the status of the card in the verifier portal.
