About operational needs
You’ll need to include an operational need statement in your application if you’re applying for either:
- an Aviation Security Identification Card (ASIC)
- a Maritime Security Identification Card (MSIC).
This tells us why you need an ASIC or MSIC.
An operational need statement describes:
- the facilities you need access to (for AUS-wide ASICs, you must list all facilities)
- the secure areas in those facilities you will access
- whether you need unescorted access
- how you get to those secure areas
- how often you need access (approximate number of days per year)
- what work you will do in those secure areas.
If you're applying for an MSIC, also include whether you need a 2 year or 4 year card.
The operational need statement requires specific detail. You can use the templates below to write your operational need.
Confirm your operational need
Employers will need to confirm the operational need that you have entered on your application.
They may make changes if needed.
Update an operational need
Once you have been issued an ASIC or MSIC, you must tell your issuing body as soon as you're aware of any change in operational need.

- your role changes
- the places you need to access changes
- you change your job or leave the organisation.

ASIC

As part of my duties, I need to access …. (specify secure areas/zones in those facilities) within the airport precinct. I will require access to these areas for … (days of access required) days per year.
MSIC
In my role as a …. (job title) I will require unmonitored access at least once a year to… (specify location or locations) in order to perform my duties, such as … (specify the duties undertaken).
General aviation
I am a recreational pilot and hold a current Flight Crew Licence ... (Licence Number) issued by the Civil Aviation Safety Authority (CASA). I require an ASIC for unescorted access to ... (specify location or locations if AUS-wide is required) to support this activity.
